Garret Price

Garret Price formed Price Land & Development Group in 2017, recognizing the need for a full service consultancy and development company in New Mexico. His vision was to combine modern analytics with the best talent, experience and ethics to create a right­sized development firm specializing in acquisition, entitlement and the development of residential communities and residential/mixed-use master plans.

Prior to forming Price Land & Development Group, Garret spent 20+ years as Vice President of PulteGroup's land operations, responsible for growing the New Mexico Division's market share and profitability for their Centex, Pulte and Del Webb brand Among other achievements, Garret served as team leader for three of the top performing master plan communities in the Albuquerque and Santa Fe metropolitan areas, as measured by consumer acceptance, absorption, and financial performance. Garret has developed and managed budgets totaling more than one billion dollars and has led the acquisition, entitlement, and development of more than 12,000 lots.

Garret has over 20 years of experience in residential and commercial development. He began his career in commercial development with a Southwest regional firm specializing in design/build contracts, based in Scottsdale Arizona. With over 18 years' experience in residential acquisition, entitlement and development in the Albuquerque and Santa Fe MSA, Garret is widely recognized as an expert in both development and the New Mexico market.

A native of New Mexico, Garret is honored to actively participate in local organizations including Rio Rancho Economic Development (including past Executive Board Member), Leadership New Mexico (2008 graduate), Homebuilders Association of Central New Mexico (including 2011 past President and 2015 inductee into HBACNM's Builder Hall of Fame ) Garret is an active member of Lambda Alpha International, a global organization focused on best practices in development and land use.

Vice President, Land Planning & Entitlements

Scott Steffen

Scott Steffen serves as Vice President of Land Planning and Entitlements for Price Land and Development Group, where he is responsible for initial feasibility analysis of project design, entitlement, and development risks and opportunities. Scott is also responsible for overseeing the engineering and entitlement teams as well as municipal negotiations and approvals.

Ultimately, Scott's role is to find solutions to technical issues that are agreeable to all stakeholders, add value to projects, and reduces project costs.

Prior to joining PLDG in October 2018, Scott spent eighteen years with Bohannan Huston, Inc. (BHI) a multi-disciplined engineering firm in Albuquerque.

Scott served as a Vice President and Senior Project Manager in BHl's Community Development and Planning Group, responsible for managing residential and commercial development projects. Scott provided entitlement, engineering expertise, project oversight and cost management resulting in the development of more than 5,000 single family residential lots and 800 multi-family units.

Scott has professional engineering licenses in California and New Mexico, with 27 years' experience as a civil engineering consultant. He holds a BS in Civil Engineering from San Diego State University and an MS in Civil Engineering from the University of California at Berkeley. Scott spent many years providing technical support for water rights claims on behalf of Native American tribes throughout the western United States.

Vice President of Finance

Rico Gallegos

Rico Gallegos serves as the Vice President of Finance for Price Land and Development Group. Working closely with the corporation's public accounting firm, his responsibilities include creating and maintaining project cash flows, submitting and managing project and internal billings, and maintaining additional record-keeping and reporting related to other facets of Price, their holdings and their client developments.

Prior to joining Price, Rico was a senior accountant at Pulte Homes of New Mexico, Rico was involved in a comprehensive quarterly forecasting process, monthly reporting to Corporate, working to help create cost savings with all departments, and serving as a Home Owners Association board-member for one of the division's largest communities. Rico was also responsible for maintaining the process of submitting and tracking the New Mexico Sustainable Business Tax Credit program, where he successfully helped the division receive 2.6 million dollars of tax credits related to building homes to specified "green" standards.

Prior to working at Pulte Homes, Rico worked in public accounting as a senior auditor for a local accounting firm.

Rico graduated from UNM's Anderson School of Management with a Masters of Accounting with a focus in Information Assurance. He graduated Summa Cum Laude and earned the opportunity to serve as valedictorian for his Associates degree.

Controller

Craig Simpson

Craig Simpson is the newest member of the Price Land Development team, serving as Controller. Simpson brings more than three decades of real estate, finance, legal and property management experience to Price including corporate roles in land development, business ownership and accounting.

Simpson launched his career as Corporate Real Estate Attorney with McDonald’s Corporate Headquarters in Chicago, quickly rising to Real Estate Development Manager overseeing new site development, property management and franchisee profit and loss. After eight years, Craig and his wife were ready for new opportunities, moving to Espanola, NM. Over the next 20+ years he assumed full-time positions in financial management and accounting with Los Alamos National Laboratory and several national banking institutions. In 2016 Simpson made the move to Albuquerque where he has spent the past six years working in finance and accounting. The opportunity to work with a firm on the forefront of quality land development in the Albuquerque MSA made the move to Price an easy decision.

With a degree in accounting from the University of Illinois and a law degree from DePaul University, Simpson brings to Price knowledge and experience as Price continues its growth trajectory.

Director of Construction

Desi Gallegos

Desi Gallegos joined Price Land Development Group (Price) in February of 2024 and serves as Director of Construction. Desi brings nearly 20 years of residential and commercial construction experience to the team including senior-level project management expertise with multi-million-dollar projects for globally recognized companies. His successful management of large-scale, complex construction projects will allow him to spearhead ambitious developments Price has in the pipeline.

A talented and motivated construction professional, Desi’s experience working with diverse partners across the nation and on a wide range of high-profile projects – many with incredibly tight timelines – make him a strong fit for Price’s growing team. His proficiency in financial tracking and reporting, accounting, forecasting, technical construction knowledge, as well as analytical, interpersonal and leadership skills will be an asset to the Price team, partners and clients.

Most recently Desi served as Senior Project Manager for an Oregon-based consulting group. Prior to that he managed projects in Utah, primarily in high-tech industry. Before his work in Utah, Desi managed mission-critical builds in Arizona, Virginia, Nevada, Oregon, and Washington; projects ranging from semi-conductors to data centers for the leading names in the industry.

Throughout these roles he has earned a reputation as a critical thinker and effective leader with the ability to motivate teams to meet and exceed client expectations. Additionally, Desi recognizes the elevated standards Price and their partners seek as they collaborate to create high caliber communities across New Mexico.

A licensed general contractor with the state of New Mexico, Desi will work alongside Price’s Vice President of Construction to build up his home state. In his new role Desi will focus on growing the Construction Services side of the business while solidifying Price Land Development Group as the preferred residential developer in the market.

Matt Dyer
Vice President of Development

Matthew Dyer

Matthew Dyer has 15 years of experience in the home construction, utility construction, and land development industries. Most recently, Dyer served as the president/CEO of BlackRock Services, a locally owned asphalt and aggregate company. He also previously held positions as senior project manager and general manager at Salls Brothers Construction, where he worked closely with Price Land Development Group in constructing residential communities including Entrada at High Range, Aspire, Colibri, and The Trails.

Early in his career, Dyer spent time at Pulte Homes. It was there he was recognized as the highest producing field manager in the New Mexico division, closing 200+ homes in the Loma Colorado Community and was eventually promoted to the land development superintendent.

Dyer’s experience also includes constructing and developing more than 2,500 residential lots in New Mexico. Dyer has managed projects and worked collectively with subcontractors and trade partners to deliver quality results for many highly regarded projects in the community.
