Vice President – Land Planning and Entitlements
Scott Steffen is Vice President of Land Planning and Entitlements for Price Land and Development Group (PLDG). Prior to joining PLDG in October 2018, Scott spent eighteen years working for Bohannan Huston, Inc. (BHI) a multi-disciplined engineering firm in Albuquerque. Scott served as a Vice President and Senior Project Manager in BHI’s Community Development and Planning Group where he was responsible for managing residential and commercial development projects. His main area of focus was residential development, providing entitlement and engineering expertise to clients resulting in the development of more than 5,000 single family residential lots and 800 multi-family units.
In his role as a Senior Project Manager he was responsible for all aspects of the development process including coordination with local review agencies, conceptual planning, entitlement and plat approvals, hydrologic analyses, site layout and grading design, design of public and private infrastructure, and construction support. He used his understanding of zoning and site constraints and homebuilder requirements to develop cost effective and functional neighborhood layouts. Scott brought strong technical competence to the design of his projects, delivering high quality and timely products to his clients.
In addition, Scott and his team prepared engineering, site and zoning constraint analyses to assist clients in determining project feasibility. He prepared preliminary grading analyses and conceptual utility and storm drain plans to support Engineer’s Opinion of Project Costs that clients incorporated into their project pro forma analysis.
Scott also has a strong background in the field of water resources with experience in the planning and design of water resources projects, hydrologic modeling, hydraulic analysis and water rights issues. He has been responsible for the planning and design of water conveyance and distribution facilities for municipal and irrigation projects, water budget analysis of surface water and groundwater systems, hydrologic modeling studies, preparing water development plans in support of water rights claims, and water demand assessment studies.
Scott’s responsibilities at PLDG include initial feasibility analysis of project design, entitlement and development risks and opportunities. Post feasibility, Scott is responsible for overseeing the engineering and entitlement teams and municipal negotiations and approvals. Scott brings an honest, straight forward approach to finding solutions to technical issues that are agreeable to all stakeholders, that add value to projects and reduces project costs.
Scott has professional engineering licenses in California and New Mexico, with 27 years’ experience as a civil engineering consultant. He holds a BS in Civil Engineering from San Diego State University and a MS in Civil Engineering from the University of California at Berkeley. He began his career working in the land development field in San Diego, California for 3 years after graduation. He then spent 6 years providing technical support for water rights claims on behalf of Native American tribes throughout the western United States.
