Peter Steen is the CEO of GPS Enterprises, LLC; a civil project development and project management company. Project Development specialties include; Initial cost estimates, Project cashflows, Life of job project schedules, Preliminary and design engineering coordination, Governing Body coordination, Value engineering analysis, Trade bid packages and bid evaluations, Due diligence management, and Trade contract negotiations and life of job contract management. Project Management specialties include; Timeline and cashflow schedule management, Onsite project coordination and management, Timely resolution of plan/site conflicts, Dry utility/3rd party contractor coordination and management. SWPPP/EPA/NMED Compliance, HOA creation and management, Closeout/acceptance completion, and LOC/Bond management and reduction/release.
Prior to GPS Enterprises, LLC, Peter was the Director of Land Development for Pulte Homes of New Mexico. Peter joined Centex Homes ten years ago and joined the Pulte team when Pulte acquired Centex Homes. Over the last ten years Peter has been responsible for developing more than 3000 lots in more than twenty different subdivisions. Three of those subdivisions were master planned communities, one included a nine million-dollar amenities center and a million-dollar regional park facility. Peter has also closed out more than thirty existing subdivisions with complete municipal acceptance and has gained the release of more than 100 million dollars of Bond and LOC guarantees. Several of those close-out communities also included PID acceptance.
Peter graduated from UNM with a BA in Architecture and soon joined Construction Contracting and Management Inc., a civil construction company as their only estimator and project manager. The company was registering 10 million dollars annually when he joined the organization and was up to 40 million dollars when he left 6.5 years later. CCM specialized in subdivision and local municipal construction projects. Peter next joined Albuquerque Underground Inc., a large state wide civil construction company. AUI specialized in heavy utility and road construction, also working world wide in trenchless utility replacement. This afforded opportunities for estimating and project management on diverse types of large scale utility and highway projects, including transmission waterlines, highway construction, treatment plants, lift stations, large pipe bursting rehab projects, federal dam outlet rehab, and force main sewer systems.
Peter has over 20 years of experience in residential subdivision development. He has spent more than half his life planning, organizing, developing and closing residential developments. He has a passion for producing quality communities and finding unique opportunities to grow and develop the local housing market. In addition to the many local and regional projects completed, he has travelled extensively speaking to engineering groups about challenging project construction and rehab work.
